The Rules of Meem Saakinah احكام الميم الساكنه
AL-ITH-HAR ASH-SHAFAWI (الإظهار الشفويَ )
Izhaar Shafawi means: – “clear” or clear Meem.
When ‘meem sakin ( ’م ) is followed by any other letter besides م and ( ب ),the ‘meem sakin’ is clearly pronounced without ghunna.
• Letters of Izhaar Shafawi:- All the Letters other than ( “ب” ,“م“ ) It’s 26 letters.
The way of pronunciation:
If the Meem Saakinah is followed by any letter other than ( “ب” , “م ,“ )it has to be pronounced clearly by making a complete contact of the two lips.

NOTE:
There needs to be a special care taken that the Ith-har of the meem is complete when a و or ف follow it, this care is needed in that the reader should be careful to close his lips completely and not to say meem with Ikhfaa’.
This possibility of saying meem with an ikhfaa before these two lett due to the proximity of the articulation point of meem with the ( و or ف ).
